  • Position Description


    Roles and Responsibilities:

    • Review Technical Task Orders and Contract Mods
    • Reconcile hours from our Procas accounting system for each individual team member working on the contract against hours provided on the monthly invoices
    • On a monthly basis review and process invoices from teammates
    • Analyze actual costs and projections of each teammate to develop funding allocations
    • Create mods to perform the following actions:
      • Extend the Period of Performance
      • Add Funding
      • De-obligate funding when individual(s) no longer performing work on the TTO
      • Re-aligning funding to get those teammates working on the TTO to the same exhaustion date
    • Calculate and analyze monthly burn rate
    • Create what/if scenarios for TTO Leads to understand funding shortfalls and funding exhaustion dates
    • Work with TTO Leads to capture and incorporate projected PTO/Vacation time for the FMHER
    • Develop Funds and Man Hour Expenditure Report (FMHER) for the individual Technical Task Orders (TTOs)
    • Program Control team members work with each individual company to close out the respective TTO
    • Once award fee assessment has been received work with Cost Plus teammates to provide funding mods so that they can invoice their earned award fee
    • Prepare monthly Contract Funds Status Report (CSFR)
    • Upload invoices into the MPO system
    • Develops Basis of Estimates for existing and new task orders
    • Review Unliquidated Obligations (ULOs) to determine if funding may be de-obligated from the Contract Funds Status Report (CSFR)
    • Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
    • Establishes cost control system for EIT Ops contract and TTOs.
    • Performs analysis and prepares reports in order to ensure that contracts are within negotiated and agreed upon parameters and government cost control guidelines.
    • Coordinates customer status reviews, program metrics collection and reporting, and contractor components of the award fee determination process.
    • Prepares budgets and schedules for all contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook and variance analysis.
    • Prepares program plans to ensure program requirements and statement of work are captured and scheduled.
    • Performs schedule risk assessments to identify and mitigate program cost and scheduling risk.
    • Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditures projections, and submitting timely requests for additional funding to the government.
